About the Cardiac Action Group
The Guernsey Cardiac Action Group (CAG) is a community-driven initiative funded by charitable donations from businesses, organizations, and the public. These contributions directly support our vital heart health programs.
We are committed to ensuring that high-quality, fully operational Public Access Defibrillator (PAD) sites are available across the island. These life-saving devices play a crucial role in protecting our community when sudden cardiac arrest occurs. Without them, individuals experiencing an out-of-hospital cardiac arrest face significantly lower survival chances.
Cardiac arrest is the most critical medical emergency, where every second counts. Survival rates decrease by 10% for each minute without defibrillation, making immediate action essential. Bystanders play a key role in saving lives by initiating CPR and using a defibrillator before emergency responders arrive.
In 2025, CAG will expand its efforts to grow the PAD site network and ensure ongoing maintenance through our dedicated Guardian volunteers.

To encourage better awareness of heart health and reduce the number of deaths from cardiac arrest in the Bailiwick of Guernsey.
To build a comprehensive Automated External Defibrillator network in the community that will save lives.
Build a comprehensive PAD (Public Access Defibrillators) Site network and support system that can be used to save Bailiwick of Guernsey sufferers of Out of Hospital Sudden Cardiac Arrest
Improve the post-arrest heart health of the people in the Bailiwick due to the wide availability of PAD sites (there has been an improvement of the consequences of a Sudden Cardiac Arrest with victims having less damage to their hearts and major organs because PADs have been readily available to support resuscitation).
Manage the installation and maintenance of the PAD sites through a network of Guardians who volunteer to clean, maintain and report on the condition of PAD sites so problems can be remediated, and the sites kept in working order for use in the event of an emergency.
To publicise the location of PAD sites and promote information on how to use an AED.
Raise awareness of heart disease within the community
Courage – equipping the community to bravely take steps to save a life when a cardiac arrest occurs using our network of PAD sites.
Opportunity – maximising the number of lifesaving PAD sites so that the public has the maximum chance of finding lifesaving equipment wherever a cardiac arrest happens.
Resilience – making the Bailiwick resilient against possible loss of life or adverse health impacts resulting from cardiac arrest.
Efficiency – in everything we do, including the administration of the charity, raising funds and managing the maintenance of the vital PAD site lifesaving equipment.

The Guernsey Cardiac Action Group (CAG) was established as a registered charity in 1996 by Gerry Le Roy and became Guernsey Cardiac Action Group LBG on 1st February 2023.
CAG was founded with the mission to reduce deaths and serious health consequences from Out of Hospital Sudden Cardiac Arrest (SCA) while raising awareness of heart disease in Guernsey.
Initially a general heart health charity, CAG identified the greatest need in the community was free education on sudden cardiac arrest, including how to perform immediate CPR (Cardiopulmonary Resuscitation) and use an Automated External Defibrillator (AED) to save lives. By promoting CPR training and rapid AED deployment, CAG helped reduce fatalities and long-term health impacts, improving survival rates and supporting individuals in returning to productive community life.
Through fundraising, CAG provided free training, equipment, and resources to enhance survival rates following a sudden cardiac arrest. The charity also helped establish and maintain a network of Public Access Defibrillator (PAD) sites across Guernsey. These AED machines, monitored by dedicated CAG volunteer ‘Guardians’, form a vital community infrastructure for saving lives.
